A growing number of countries are establishing monitoring systems to ensure quality and accountability in these programmes. Early childhood education and care (ECEC) can bring a wide range of benefits – for children, parents and society at large. However, these benefits are conditional on “quality”. Expanding access to services without attention to quality will not deliver good outcomes for children or long-term productivity benefits for society.

This new publication explores how countries can develop and use these systems to enhance service and staff quality for the benefit of child development. It offers an Starting Strong II, the OECD report on Early Childhood Education and Care (ECEC) I will speak mainly to that. Here, we synthesized a new body of knowledge about how twenty nations ‘vision’ ECEC and how they support this phase of life through policy, investment and programs.
